I’ve been thinking about the same thing. the future of work should enable this — to bring people in and out as needed. it’d start small and grow larger as demands/work loads/work types change. in the beginning, people would most likely self-organize.

how do you organize the group? do people say, “I’m good at x.” or do their peers say, “y is really good at x.” perhaps some combination.
